portion of the Tower, yet this drawing has never
been received by the Government. I cite this
as an instance shewing the unreliability of the
Architect 'a promises even at that date; other
cases you doubtless have noticed.
In the meantime the work was progressing!
Such a procedure as stated under this heading briefly explains why the third storey, which was constructed in brickwork, according to the Archi- teot's design had to be pulled down and an unnec- essery sum of $1609.43 expended.
Full particulars are, I believe, contained
in 0.8.0. 7781 of the year 1905.
I beg to submit that a perusal of the C.S.O's
together with the Public Works Office copies of
the following files;-
0.8.0. 3915/1903, 0.8.0. 4083/1905, 3.8.0.7781/1905
and other subsidary files that were introduced will
suffice to shew what I had to contend with owing to
the system of minutes and the procedure connected
therewith and the inevitable delay arising therefrom
and that my actions were in the real interests of
the Government, vis:- to complete the building for
occupation with as little delay as possible.
It will be noted that during Mr. Chatham's
absence from the Colony in the year 1909 matters were
brought to a climax with the Architects.
